So... there's a thread questioning if this game is even real or not. That kind of got me scared. Cuz it sounds like such a good game, what if the OP was right and it is indeed too good to be true?!
Well, upon review, I am fairly certain its not too good to be true. I shall list the ways...
1. No NPCs. The amount of time saved from scripting NPC 9human) characters is quite notable. No system to create them, initiate their dialog, handle interactions, etc. Lots of time saved here.
2. No quests... from NPCs. All quests are player created due simply to the fact that there are no NPCs to get them from. This amounts to another large amount of time saved.
3. They've specifically stated they plan for limitations on how many people will be allowed in. This would be counter to someone trying to make a quick buck. Instead, it shows more that it's a smaller operation that cannot afford to let open the flood gates.
4. As per the usually mmo, several features are not in that are "planned" for later.
From the looks of it, all that they have had to do is the art work and core mechanics. The actual content of the game, which takes up a bulk of the developement for most games, isn't created by them. Instead, they've created a world in which the players are to guide, as per a sandbox.
Anyway, I look forward to seeing what comes of this!
