Is Terraforming working right now?

Hi all. So I was trying to do some terraforming earlier today and no matter what type of terrain I was on it wouldn't let me change anything.

Is terraforming currently disabled?

Since tribes are enabled now, I think you can only terraform within your tribe's zone.

Only works inside of your tribe area.
