What is "unable to load ground leves for zonel x"?

What is "unable to load ground levels for zone x"? Is that a client problem or does it mean something is wrong on the server end?

I have had this a few times. Its your zones.xsip file getting messed up.
To fix it in the past i've replaced it with an older backup of that file and the patcher will update it for you.
Or you might have to delete it and download it again. There might be another way to fix it. I'm not sure if there is another way to fix it.
