Baskets not secure?

I have set Permission to "private" and Lock to "private". Then i abandoned my tribe to travel around. After i came back and placed the totem again at the old place i noticed that my nails and some blueprints were stolen. Are Baskets not secure?

Outside of tribe lands they are sorta secure. Someone can drop a totem on them and then they would have full access to them.

On tribe lands, only the leader and anyone he allows to have permission can get into locked baskets.
