You are limited to one character per server.

...per account. You can buy as many accounts as you want and therefore have as many alts as you want.

it's 1 per server. Not per account.

You can have 1 on the War server, and another on the Peace server, per account. So 2 total, 1 per server, per account.

Yes, but to clarify... you can buy as many accounts as you want so for each account you own, you may have 1 character in war and another in peace server.
