I have created two characters, and am trying to create a third. I have yet to log in for the first time. Roughly 30 seconds from the time when I get the option to start creating the third character, I get dumped back to login screen, which then takes about 3 minutes to authenticate me and allow me to the character creation screen.
After roughly 10 attempts I was able to quickly create my third character and save it.
