I think that areas of shallow water should be recognized as a terrain type with unique gatherable resources and foraging items. Examples could include watercress, water chestnuts, and other edible shallow-water plants. You might also include mussels or snails.
You can already forage for aquatic plants in water.
There are plans for adding water-based and underwater content sometime after launch. Hard to say when, but it is something the developers do want to put in the game eventually.
