I have noticed when setting other tribe members ranks that there is an option to allow people to claim land and/or set totems, what exactly does this mean? has this been added into the game yet? and if so how does one go about doing all this stuff.

I have noticed when setting other tribe members ranks that there is an option to allow people to claim land and/or set totems, what exactly does this mean? has this been added into the game yet? and if so how does one go about doing all this stuff.
I'm assuming this will be a part of the expansion totems.
