I can't find any real info for in-game mail

I would like to ask in "Questions for the week" about ingame mail, But wanted to check myself before asking. I suck at the forums search, I never seem to ask the right words. I get 100 pages to look at or nothing at all. If some one that knows what they are doing could link me to some Xsyon/Jordi post about the ingame mail, I would really appreciate it.

What I was going to ask, After learning what he has said about ingame mail, Was

"Will the ingame mail be for local(your tribe only) tribe only, Or if the ingame mail will be linked to every one, As long as you have there name?

Also will ingame mail be letters only, Or can you send items with it?"
