Do you have combat skills, what I mean is like Axe 0/100 Sword 0/100, like in oblivion?
or everybody does the same dmg with axes etc, and there are no skill level for weapons?

Currently there is nothing like that, thou there may come a time where this is possible. Damage applications are to my knowledge unknown.
