Its a known bug,
In your case its probably a Mather of a zone not loading correctly, try reloading the game if that does not help keep on walking and cross the nearest zone.

Also often happen when people exploit the weight / return home on death system. only way to fix it is to move to a other zone, sometimes shutting down the game and restarting helps.

People who use this exploit can get stuck in place for a long time when/ if they also get the animation bug that can be trigged by death and overweight.
Only way to fix that is to try drop the bags if possible and log out. sometimes this is not working then only a guide can help by transporting the player whiteout the overweight bags into a other zone. (note: guide's do not have to transport you back )
