Hi i found alot of scrap emtal on ground no totem or tribe her i pick them up and it syays i dont have permission to use

put your mouse pointer over the stack on your back and see if has someones name on it, if it does then it's locked and can only be used on your own tribe land.

You should be able to "sort" the stacks where you found them though.
