I had this as well. It worked once I moved the bar away from the side of the screen toward the center and changed it to horizontal again.

Moving the panel before changing it to horizontal was what worked for me as well.

Do you know if you changed the UI scale or other settings before trying to change the Crafts bar to horizontal?

Please try the following:
Go to your Xsyon/Save directory.
Delete all files there except for the Login.sav file
Restart Xsyon
You can set your desired screen resolution and restart again but don't change any other settings yet.
Try setting the Crafts bar to horizontal without changing any other settings and without first trying to move the Crafts bar.

Does it work on the first try?

I've been trying all kinds of settings combinations and still can't reproduce this problem. There must be some combination of settings that are causing this.

I've patched a fix for what I think was causing this issue. It wasn't that the bar wasn't set horizontal but that both the vertical and horizontal bar were appearing at the same time.
