Bug with beltpacks

I can equip 4 belt pack. first 3 can be placed in any place of window, and the will be there after re log. but 4-th belt pack always opened in left top of the window, and it need be to moved, again and again. an it be fixed?
and next, can i setup in future of course what panels should be opened when i log in?
