backgroud billboard shows over top of heightmap
In zone 162 while traveling east the background billboard image is showing over top of the terrain and slowly clears as you get closer to it. the rendering of the billboard over the height map causes a significant amount of lag when looking at them both at the same time.

I believe you talking about zone 1062, and I also think this is caused by lag and computer issues. I've heard of it happening randomly to others, near the mist is the worst.

Can happen when memory limits are exceeded. Duplicate issue.
