Don't know what you thing bug is. As plant "owner" you can destroy vilted plant. Not sure if you can just remove it with "clear terrain" terraforming with leader. And it vilted out probably because i see that was not fertilized cause fertilize bar is empty. So it was not able to grow to harvest stage in 30 game days

No disrespect meant, but this is a bug issue, the tribe leader cannot destroy a wilted plant on his land, these bug reports are meant for the dev, not you man,

This is how it's currently meant to be. Wilted plants can still be brought back and harvested so they can't be destroyed yet by the tribe leader. The tribe leader can only destroy plants when they are Dead. (Or Harvest them when they are ready).

Thankyou for clearing that up, I would like to point out why it still seems to be a bug, while on tribal land, you hope to have more than one person, or, more than one account, you get one or the other simply to build on a larger land, if you are like me and play multiple accounts, you do so because you cannot fit all of the skills you need into one char, so you create a new one, when you create a new character, you need to grind something to gain xp so you can distribute it to the skills you want this character to use, for that purpose i almost always use farming, i log on with my gm farmer's (I have 2), then i plant the field, then i get on my alt (after the field is planted with high quality items), then i water and tend the garden until completion, now i can try to remember whom i planted the field with, and then log them back on to clean it up and prepare for the next crop, but it would simply be so much easier to be able to tend the garden fully with all members of my tribe, as they are all given access to everything as they are mostly me.

I understand you have a system in place, but you have spoken about making the game more user friendly, i feel (yeah here we go with feelings again), that allowing the tribe leader to set permissions for everything on tribal land to be accessed fully by all members of the tribe, would be a good step in that direction
