This one is simple, when you complete a quest, it doesn't grant EXP. I thought that only applied to rock quests, because rocks are so easy, but I made a quest to bring the head of a Shadow Bear, and I was told they also got 0 EXP. I know that quest EXP is rated by difficulty and stuff, but Shadow Bears are a top notch kill, and should be given large EXP, no?
