    Low FPS

    Im running

    OS: Windows 7 Home Premium 64-bit
    CPU: AMD Turion II M520(2.3GHz)
    RAM: 4GB DDR2
    Graphics Card: ATI Radeon HD 4200
    Hard Drive: 320GB

    And im getting anything between 3 and 7 FPS with all setting either set to off or as far down as possible will this ever change?

    Have you tried turning off shadows, especially tree shadows?

    the ATI Mobility Radeon HD 4200 could very well not be fast enough to play this game. For one it is an Integrated Graphics Processor.
    There is the high level design of a gameplay mechanic. Then there is what everyone does in spite of it.

    I use my old and faithful HD3870, which is not integrated on the motherboard, with 512 MB RAM and it runs good in windowed mode at 1024x768. Settings are the default ones (with shadows and all).

    Windowed is important to me so I can multitask (movies, web, e-mails and stuff). I never use fullscreen but in raids or similar intense activities. That's a choice, not because the hardware wouldn't support higher resolutions (in fact it runs a bit slow at 1680x1050).

    Maybe you have anti-aliasing or other effects switched on in the driver? You should try and set all settings to "application level" in the drivers.
