No tooltip displayed when trying to terrafom

There isn't a tooltip displayed to tell you to equip your shovel when trying to terraform....I figured it out. I know I am a moron but when I had a toon with fishing it let me know to equip a pole.

There should be a message that pops up if you try to terraform without the shovel, but when I add tool tips soon, having this as part of the description makes sense.
