That would put everyone in the area on alert. The tribe that made the totem would have to transport it to the area they want to stick it, at a reduced rate of speed of course, and they have 24 hours to move it. That gives time to respond and time to build a defense, even make an effort to slow down or stop it. That way, no surprise attacks, and no early early morning sieges without effort from a good chunk of the whole tribe. I mean if you want to get your whole tribe up at 3am to start a siege, so be it, good luck!
I like the declaring war idea, but, declaring war and inflicting war is 2 different things. Declare all you want, you have just opened yourself up for attack, and you can't make a war totem or siege items without declaring war or being declared on. In short, you can't build weapons of war during peace. That reflects back to Will's idea of the more wars you fight, the better your skills get. The amount of mats needed to fund a war would make any tribe think twice about declaring without real effort.
