Hidden item status - did I get this right?

So If I get it right this is how item status is determined, example on a weapon:

    - Toolcrafter creates tools, based on his skill level and material harvested tool quality is determined
    - Woodworker uses those tools to chop down trees and create handles. Based on the quality of the tools and his skill the handle also has quality level now.
    - Weaponcrafter uses tools and handles and creates a weapon. Based on his skill and quality of tools and handles a weapon quality will be determined.

So if Toolcrafter delivers perfect tool (supreme I think, 100), woodcrafter delivers perfect handles and weaponcrafter has supreme tools and 100 skill the weapon will be supreme quality and would do maximum amount of damage. Did I get this right?

And even more important question is if this should be how it is or if this already is implemented?

If this is how things work then grinding your skills to maxium is essential even if you have all the recipes.

I think the quick answer is, nobody knows.

Yes, you are correct, same reason people think pre-order weapons are OP, to create supreme weapons or armor equal to the pre-order ones which are supreme, all materials and tools used to create the mats and tools need to be perfect, and then use does to create a perfect final product or so called supreme quality. Everything counts, from mats used to create the tools use for final product, to the mats used in the creation of the final product, everything.

I wish items had tooltips to check this theory. Was there any word on switching tooltips back on?

I think that thats the way its intended to work, yes.

But for all I am told, this is not currently active. I have been told that everything has a base (as in low) quality atm. Could be wrong. Could be right.

At least don't present anything, that is impossible to back up with evidence, as fact.

Hence bruisie159's answer essentially being the most correct one.

Nobody knows for sure, as the quality/durability system seems to be switched off at present.

But the assumptions above make logical sense.

The one thing the OP has omitted though, is material quality/durability. All input materials for crafting have a quality & durability rating, which is determined largely by the Scavenge level of the person who gathered or scavenged them (or the Logging or Hunting skill levels where appropriate).

There are in fact 7 levels of both Quality and Durability (observed when the tooltips were still active prior to launch). The Quality ratings start at "Junk" and rise to "Master", the latter I believe to actually be 1 level above "Supreme" (could be the other way round too, but I doubt that).

So, as a weapon crafter you can have max skills, the best tools and top quality handles, but if that scavenged blade component you're using is "Junk" quality, chances are the weapon is going to be average quality.
