my computer doesnt have a DVD-Rom drive in it.. if it did i would go out and buy the game for 40 bucks but do i really have to go pay 80 bucks+ 40 for the game and 15 for the month.

The game currently cost $39,99 this incl 6 weeks game time. you can not go out and buy the game, its only available true digital payment/download.
When you order the game you receive instructions how to download the game.

I didnt (just purchased it). The email I recieved just confirmed my order with no instructions as to how to proceed.
