Terraforming water only a layer

it does not fill underneath and sometimes does not go to required boarders

Does that actually effect anything? Like if you go underwater, can you breath under it? It might just be a graphical error.

Edit: Second picture is kinda weird, are you standing under the water surface?

I havent been able to go under water, dont know if it is planned or all we can do is float.

when you dig, at times, it does not spread the water layer all the way to the edges of the area you dug out, this you get that appearance. And yes i think for now it is supposed to only be a layer, its jsut not doing it's job of expanding fully.

I built a moat any connected it to the lake and it did expand fully. Do you think it makes any difference it you connect to the water source before or after making the ditch?
