Im guessing by the public forum and the "would like to get hands on" means he has some accounts for his clan mates that are no longer playing and can assist a interested player by helping lower the initial start up cost.

how ever to publicly do so would probably be a violation of the ToS which we know Vandal would never do so this statement is complete speculation and therefore shouldn't be taken seriously by anyone
