I can tell you I have found three times more Blue prints than I have ever learned by doing, soon as a maxed out charm/perception and hit the junk Blue prints were found on a regular basis... Matter of fact spent 2 hours on a junk pile the other day and had 10 Blue prints most were dupes but they still have value to someone...

But if your planning to be inspired dont count on it...
