Honestly, anybody should be able to teraform anywhere, but tribe members who haven't been selected should terraform at 1/2 speed of those who were selected, and non-tribe members should terraform at 1/4 speed. Once movement is fixed so you can't exploit your way out of holes, not being able to terraform will end up meaning not being able to move ever again in some cases.
