Skill Decay After Being Away

Greetings.

I haven't been playing for a long, long time. Is skill decay due to infrequent use still a thing? My characters have lost most of the skills I had skilled up. If so, are there any plans to remove this nerfing feature? What is gained by decaying a players skills due to taking a break from the game or lack of frequent use? What is the logic behind such a mechanic? Why is it needed?
